You're seeing this error message for one of two reasons:

1. Your web server doesn't fully implement the Common Gateway Interface (CGI), or
2. You need to follow the instructions in INSTALL for configuring the webadmin module.

For security reasons, the default configuration of webadmin prevents access from non-local IP addresses without SSL. See INSTALL for more information.
